In the administrative hierarchy of medieval India, the Paragana was the smallest administrative unit, which consisted of a cluster of villages. Multiple Paraganas would be grouped together to form a Sarkar, which was a larger administrative division. And finally, several Sarkars would be combined to form a Suba, which was the largest administrative division.
