Rajya Sabha has equal power with Lok Sabha under Article 368 of the Constitution, which provides for the power of Parliament to amend the Constitution. Amendments can be initiated in either house and require a special majority to pass. However, Rajya Sabha does not have the power to remove the government through motions as the Council of Ministers is responsible to the Lok Sabha. Under Article 312, Rajya Sabha can authorize the creation of a new All India Service. Cut motions, on the other hand, are a special power of Lok Sabha members to oppose government allocations in the Finance Bill.
