Reactors that use imported uranium as fuel are generally required to be placed under IAEA Safeguards due to international agreements ensuring the peaceful use of nuclear materials. Reactors using domestically sourced uranium may not fall under IAEA safeguards as there are no specific requirements for inspections and safeguards for domestically sourced fuel.
