Statement 2 is incorrect. Currently, coal blocks in India are allocated through a process of competitive bidding, and not on a lottery basis.

Statement 3 is also incorrect. India still imports a significant amount of coal to meet its domestic demand. While India has made efforts to increase its coal production, it is not yet self-sufficient and continues to import coal to bridge the gap between supply and demand.
